Seventh EU-African Union Summit in Luanda: Bolstering Multilateralism and Strategic Partnership

The Seventh European Union-African Union Summit is scheduled to take place on November 24th and 25th, 2025, in Luanda, the capital of Angola. This significant gathering marks the 25th anniversary of the official partnership between the two continents, a relationship inaugurated by the signing of an agreement in Cairo back in 2000. Amidst a backdrop of global instability and intensifying international competition, this meeting serves as a crucial platform to reinforce cooperation. The central theme guiding the summit is the promotion of peace and prosperity through an effective multilateral approach, underscoring the shared commitment of the EU and Africa to tackle pressing political, economic, and social challenges collaboratively.

The proceedings are being jointly steered by Angolan President João Lourenço, who also holds the Chairmanship of the African Union, alongside European Council President António Costa. High-level representation also includes AU Commission Chairperson Mahamoud Ali Youssouf and European Commission President Ursula von der Leyen. Complementing these top-tier discussions, parallel forums involving civil society, youth representatives, and business leaders are being hosted. This structure ensures that high-level political dialogue is effectively linked to tangible initiatives focused on investment and development across the partnership.

Discussions are heavily focused on several critical areas, including security matters, peacekeeping efforts, economic integration, and trade collaboration. Furthermore, the summit places significant emphasis on advancing the 'green' and digital transformations affecting both continents. A cornerstone of the EU’s strategy to realize these objectives is the Global Gateway initiative, designed to channel substantial investment into infrastructure, energy projects, and the digital sector. Current expert assessments and statements from the European Commission indicate that approximately 306 billion euros have already been mobilized through this framework. Projections suggest this figure could surpass 400 billion euros by 2027, clearly illustrating the ambitious scope of the joint plans moving forward.

In the realm of security, the European Union provides essential backing to the African Union via the European Peace Facility. Between 2022 and 2025, roughly 600 million euros have been earmarked to bolster the AU's capabilities, particularly in supporting peacekeeping operations. While the precise allocation of funds for individual missions may fluctuate, the overall impact of this support is vital for enhancing stability in conflict-prone regions across Africa.

Another essential component of the dialogue connects directly to Africa's long-term strategic vision, specifically the implementation of the second Ten-Year Plan of Agenda 2063. This comprehensive plan, covering the period from 2024 to 2033, lays out the blueprint for the continent's transformation. It encompasses goals related to infrastructure development, strengthening continental security frameworks, and elevating the global standing of African nations. Although the EU’s direct commitments within the framework of Agenda 2063 currently lean more toward guidance and encouragement, the discussions at the summit are anticipated to catalyze more concrete joint initiatives.

Overall, the Luanda meeting presents a significant opportunity to deepen political discourse and enhance practical cooperation between the two blocs. The expected adoption of a joint declaration will serve to cement the strategic direction for the coming years, pinpointing avenues for investment, security assistance, and infrastructure development. Nevertheless, the successful execution of these declared intentions will ultimately hinge upon decisive actions taken by member states and the effectiveness of attracting necessary private and public investment, which will undoubtedly be the litmus test for the partnership’s success over the next decade.
