Four Years of Moldova’s European Path: Technical Milestones and Geopolitical Realities

March 3, 2026, marks the fourth anniversary of the Republic of Moldova's formal application to join the European Union, a landmark move initiated by President Maia Sandu on March 3, 2022. This milestone highlights the substantial progress the nation has achieved in its European integration journey, even as it navigates the persistent regional tensions stemming from the war in Ukraine. Cristina Gherasimov, the Deputy Prime Minister for European Integration who has held her position since February 2024, emphasized that the unanimous support from all 27 EU member states confirms Moldova's status as a reliable partner capable of implementing fundamental reforms.
The integration timeline has moved with impressive momentum: the country secured candidate status in June 2022, followed by the launch of full-scale accession negotiations in December 2023. By the end of 2025, the comprehensive screening of European legislation was finalized, allowing for the transition to technical cluster-based consultations. According to data released in early March 2026, technical negotiations for the first three clusters—Fundamental Values, Internal Market, and External Relations—have been successfully concluded. Deputy Prime Minister Gherasimov announced that discussions for the remaining three clusters are expected to begin in the coming weeks, moving the country closer to the European Commission's goal of finishing negotiations by the start of 2028.
The tangible advantages of this European trajectory are already being felt by both citizens and the private sector. As of January 1, 2026, Moldova officially joined the "Roaming like home" zone, which removed additional mobile communication costs within the EU. Furthermore, since October 6, 2025, the nation has been an operational member of the Single Euro Payments Area (SEPA). This transition has made cross-border transfers in euros faster and more affordable; in 2024, these transactions totaled 11.8 billion euros across 830,000 separate operations. The National Bank of Moldova estimates that SEPA integration will allow Moldovan exporters to save approximately 20 million euros every year due to reduced transaction fees.
These integration milestones have been achieved despite significant external hurdles, including the severe energy shocks of 2022–2025 caused by reduced gas deliveries from Gazprom, which pushed inflation to nearly 35%. To counter these difficulties, the "Moldova Support Platform" was established on April 5, 2022, in Berlin, following an initiative by Romania, France, and Germany. This platform, which also receives support from the United States, is designed to mobilize political, technical, and financial assistance. This includes a 1.9 billion euro investment plan recently highlighted by MEP Siegfried Mureșan as a key component of the support strategy.
Political challenges on the path to EU membership, such as the diplomatic position of Hungary, remain a focal point for Moldovan officials. There is an expectation that the results of the Hungarian elections in April 2026 could influence the unblocking of the next political stage, particularly regarding the "package approach" shared with Ukraine. Against the backdrop of this accelerated integration, domestic discussions have also considered more urgent security scenarios. Diplomatic efforts led by Cristina Gherasimov involve close coordination with Moldova's ambassadors in EU capitals to ensure they are actively communicating the country's reform successes to maintain the necessary international backing.
