Ukrainian President Volodymyr Zelensky announced on Thursday, January 29, 2026, the attainment of a temporary energy ceasefire agreement with the Russian Federation for the duration of the severe winter cold period. The President expressed gratitude for the mediation efforts by U.S. President Donald Trump, who reportedly made a direct appeal to Russian President Vladimir Putin to secure the arrangement. According to President Zelensky, this understanding is intended to safeguard the capital, Kyiv, and other urban centers in Ukraine from Russian strikes during the period of historically low temperatures.
The diplomatic breakthrough followed trilateral discussions held in Abu Dhabi, United Arab Emirates (UAE), on January 23 and 24, 2026. During these meetings, the U.S. delegation reportedly proposed a pause in attacks on energy infrastructure, contingent on Kyiv refraining from strikes against Russian Black Sea Fleet warships and missile carriers. This event marked the first direct trilateral negotiation format involving American, Russian, and Ukrainian delegations since the full-scale conflict began in February 2022.
The Russian delegation was headed by Admiral Igor Kostyukov, Director of the Main Intelligence Directorate (GRU) of the General Staff, while the Ukrainian delegation was led by Rustem Umerov, Secretary of the National Security and Defense Council. Despite the announcement, President Zelensky maintained a cautious stance, emphasizing that the actual adherence to the ceasefire in the coming days would serve as the definitive measure of its success. Kremlin spokesperson Dmitry Peskov declined to comment on reports concerning the energy infrastructure ceasefire, although prior reports indicated a halt order from the Russian military command.
This development occurred as Ukraine's energy system faced its most significant challenges in three years of conflict, exacerbated by the harsh cold, with forecasts indicating temperatures in the South could reach -30°C. On January 14, 2026, President Zelensky had declared a state of energy emergency after the system met only approximately 60% of national electricity demand. Furthermore, reports from Ukrainian military sources suggested that Russian forces had issued an order to cease attacks on targets in Kyiv and the surrounding region, as well as across all of Ukraine, effective from 7:00 AM on Thursday, January 29.
President Zelensky also offered a strategic assessment, suggesting that the observed pattern of X-101 missile usage after January 24 might indicate a depletion in Russia's long-range missile reserves. Meanwhile, the context of U.S. involvement is framed by the recently released 2026 National Defense Strategy on January 23, which under the Trump administration, prioritized a shift in focus toward protecting interests in the Western Hemisphere and called for European allies to assume greater regional security responsibilities.
