European Union Launches GOVSATCOM Program to Secure Sovereign Satellite Communications

The European Union has formally activated its Government Satellite Communications (GOVSATCOM) program, marking a strategic step toward ensuring encrypted, European-made satellite connectivity for military and governmental use. This operational commencement directly addresses the bloc's objective to reduce dependency on non-European satellite infrastructure, a concern heightened by the current geopolitical landscape.
Commissioner for Defence and Space, Andrius Kubilius, confirmed the launch occurred in the week preceding January 27, 2026, following related announcements at the European Space Conference. The initial service capability is established by pooling resources from eight satellites contributed by five Member States, providing an immediate layer of sovereign communication assurance. This activation is integral to the broader EU space strategy, positioning secure space resources as a critical defense component within the 2030 defense preparation roadmap established by the European Commission.
The program's timeline for future infrastructure is also being accelerated. The commencement of government services for the multi-orbital IRIS² constellation is now projected for 2029, a full year earlier than the previously anticipated 2030 start date. The full IRIS² network is planned to comprise 290 satellites, representing a substantial long-term commitment to indigenous European space assets. Commissioner Kubilius emphasized the system's European foundation, stating it is "Built in Europe, operated in Europe, under European control," drawing a contrast with reliance on foreign providers such as those associated with Elon Musk's Starlink. This strategic positioning builds on the precedent set by the Galileo navigation system as a sovereign alternative to GPS.
The immediate operational relevance of GOVSATCOM is underscored by a formal request currently under review by the European Commission from Ukraine seeking access to the secured network. To sustain momentum and detail expansion plans, the GOVSATCOM 2026 event is scheduled for February 26, 2026, at the European Convention Centre in Luxembourg. This event is expected to detail the planned expansion of GOVSATCOM coverage and bandwidth slated for 2027, further solidifying the interim service while the IRIS² constellation is developed. The European Space Agency (ESA) has been closely involved in developing these next-generation capabilities in coordination with the European Commission.
