Russia Seeks $45 Billion in Foreign Investment for Housing Modernization by 2025

The Russian Ministry of Construction aims to secure 4.5 trillion rubles (approximately $45 billion) in foreign investments for the modernization of housing and communal services (HCS) by the end of 2025. This initiative is part of a broader strategy to address significant deficiencies in the country's infrastructure.

Key agreements with international partners are slated for signing, although specific countries involved have not been disclosed. Russian officials plan to engage with potential investors at upcoming BRICS and UN-Habitat forums in France, Slovakia, Ecuador, and other nations, with expectations for support from China.

Currently, 43.2% of Russia's water supply and sewage systems require urgent replacement. By 2030, the government aims to construct and renovate over 2,000 facilities, improving service quality for 20 million residents. Additionally, there is a commitment to update 2.5% of engineering networks and communications annually across regions.

Representatives from the Russian Association of Water Supply and Wastewater Management have expressed concerns regarding the feasibility of investment programs under current economic conditions, stating, "With such an economy, it is impossible to implement any investment program or attract business without direct federal or regional subsidies."

In response to the rising number of municipal emergencies, proposals have been made in the State Duma to increase housing and communal services tariffs.
