Geneva/Damascus, May 26, 2025 - The International Organization for Migration (IOM) has welcomed the recent decisions by the European Union and the United States to lift a significant portion of sanctions imposed on Syria. These actions open new opportunities for recovery, return, and regional peacebuilding following a decade of conflict.
The sanctions relief is projected to impact over $15 billion in restricted assets and trade measures. This could stimulate vital investments in livelihoods, infrastructure, health, and housing in economically challenged regions. Approximately 6.7 million Syrians remain internally displaced, with an additional 5.2 million living as refugees in neighboring countries.
Saudi Arabia and Qatar's recent repayment of approximately $15.5 million in Syrian arrears to the World Bank further bolsters reconstruction efforts. These funds will reactivate essential development programs in education, health, and local governance, which are crucial for reintegrating returnees and fostering long-term peace.
IOM emphasizes that sustainable and voluntary return will only be possible when essential conditions, such as access to services, housing, legal documentation, and livelihoods, are in place. The organization reaffirms its commitment to principled humanitarian action, voluntary and dignified return, and a migration governance approach that places people at the center of peace, recovery, and development efforts.
