China Commences Construction on Daofu: The World's Highest Pumped-Storage Power Station on the Tibetan Plateau

China has officially initiated the construction of the Daofu pumped-storage power station, a monumental infrastructure project destined to become the highest-altitude facility of its kind in the world. Situated in Daofu County within the Garze Tibetan Autonomous Prefecture of Sichuan Province, the complex is being built on the rugged expanse of the Tibetan Plateau. This strategic development marks a significant milestone in the country's efforts to harness renewable energy in some of the most challenging geographical locations on Earth.

The project's location at an elevation of approximately 4,300 meters above sea level presents a formidable set of engineering challenges, ranging from the thin atmosphere and extreme cold to the high seismic activity inherent to this region of Central Asia. The Yalong River Hydropower Development Company, a state-owned enterprise, is the primary developer behind the initiative. By integrating the Daofu station into the existing clean energy corridor along the Yalong River, the company aims to create a massive "water battery" capable of stabilizing the regional power grid.

Functioning as a large-scale energy storage solution, the Daofu station will address the inherent variability of renewable sources like wind and solar power. During periods of low demand or high generation, excess electricity will be used to pump water from a lower reservoir to an upper one. When the grid faces peak demand, the stored water will be released through turbines to generate reliable, "firm" electricity.

The facility is designed with a total installed capacity of 2,100 MW, featuring six reversible turbines with a capacity of 350 MW each. This configuration is expected to provide a daily storage capacity of 12.6 GWh. Such technical parameters demonstrate the scale of the project and its capacity to serve as a critical buffer for the regional energy infrastructure.

The financial commitment to this project is substantial, with total investments exceeding 15.1 billion yuan. This expenditure highlights the high priority the Chinese government places on the evolution of large-scale energy storage as a pillar of national energy security. The Daofu station is set to surpass the current altitude record-holder, the Yamzho Yumco station, by a significant margin of 700 meters. As the project moves toward its anticipated operational date in 2026, it is poised to solidify China’s standing as a global frontrunner in the deployment of advanced energy storage systems.

Executing such a complex project in the high-altitude conditions of the Tibetan Plateau requires the implementation of pioneering construction and design techniques. Consequently, Daofu is regarded as much an engineering triumph as it is an energy project. The development is also expected to have a transformative effect on the local region by necessitating the upgrade of transport and logistics infrastructure. Historically, such large-scale projects have played a crucial role in driving economic growth and improving the quality of life for residents in the remote areas of Tibet.
