China Approves Comprehensive Strategic Plan for AI Integration in Education by 2030

The Ministry of Education of the People's Republic of China has officially launched a transformative strategic action plan titled "AI Plus Education." This initiative marks the beginning of a profound restructuring of the national educational framework, designed to integrate artificial intelligence technologies across all academic levels. From primary schools to higher education institutions, the plan aims to embed intelligence systems into the core of the learning process.

A major benchmark established within this roadmap is the creation of a comprehensive and widely accessible AI-infused education system by the year 2030. This endeavor is part of a broader government strategy to strengthen China’s position as a global leader in technological innovation. By preparing the nation for an era of intelligent systems, the program seeks to modernize teaching methods and content to meet future demands.

In primary and secondary schools, the plan involves the introduction of specialized AI curriculum and the integration of these technologies into existing academic subjects. At the university level, the study of neural networks will be a mandatory component of the basic curriculum for all students. Universities are also required to establish new specialties and degree programs that align with the requirements of cutting-edge technologies.

A concrete example of this implementation will take place in Beijing, where artificial intelligence will become a mandatory subject starting September 1, 2025. Students in the capital will be required to participate in at least eight hours of AI study annually. This requirement can be met through dedicated lessons or by integrating the content into computer science and mathematics courses.

The integration of AI technologies is intended to enhance students' critical thinking, independent problem-solving skills, and collaborative teamwork abilities. Furthermore, AI tools will be deployed to support teachers and reduce their administrative burdens. This includes the implementation of automated systems for grading homework and analyzing classroom interaction dynamics to improve teaching efficiency.

By processing massive amounts of data, AI will enable the educational system to offer more adaptive and personalized learning paths for every student. This transformation occurs amid a period of significant growth in China's domestic AI sector, highlighted by the recent launch of the DeepSeek large language model by a local startup. The focus on neural networks ensures the system can identify the most effective educational trajectories.

The overarching national goal is to establish China as a "strong education nation" by 2035, emphasizing the long-term and systematic nature of these reforms. Authorities are focusing on significantly raising the digital and AI literacy of all citizens to ensure they can effectively navigate new tools. This systemic shift is designed to create a more resilient and forward-thinking population.

To ensure the success of this plan, the government highlights the need for transparent systems that remain open to verification and adjustment by educators. Such oversight is necessary to maintain the accuracy of information and to mitigate the risks associated with generative AI models. By involving the pedagogical community, the state aims to ensure that the transition to an AI-driven system is both safe and effective.
