Dubai Launches AI-Powered 'Ehsan Stations' for Structured Stray Animal Feeding

The Dubai Municipality initiated the 'Ehsan Stations' project in early March 2026, introducing a technological system to manage the emirate's stray animal population through organized feeding protocols. This initiative, described as the first of its kind in the region, integrates Artificial Intelligence with animal welfare standards to create a more structured and sustainable feeding ecosystem within the city.

The deployment strategy involves installing twelve smart kiosks across key locations: ten units designated for public parks and two situated within facilities managed by Dubai Holding. The primary function of the 'Ehsan Stations' is to utilize AI to accurately identify stray animals, dispense precisely measured food portions, and systematically collect data on feeding patterns and animal presence. This data-driven methodology supports the Dubai Municipality's commitment to environmental sustainability and maintaining the city's ecological balance. All the units were designed and manufactured within the UAE using advanced technologies.

Dr. Naseem Mohammed Rafee, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality, stated that this pilot phase merges technological innovation with humane principles for population management. The current operational period is essential for testing and evaluation, allowing the municipality to gather necessary insights that will inform the future development of the 'Ehsan Stations'. This scientific approach aligns with the city's objective to reinforce its status as a progressive global metropolis.

Beyond the smart feeding infrastructure, the Dubai Municipality sustains a comprehensive framework of existing animal welfare programs focused on responsible population control. The authority operates a temporary shelter for collected strays to receive immediate care. A central element of this ongoing strategy is the implementation of the Trap-Neuter-Return (TNR) program, and in certain cases, the Trap-Neuter-Vaccinate-Return (TNVR) protocol, which aim to humanely stabilize populations. The municipality also actively promotes the adoption of rescued animals through its official website.

Further supporting environmental care, a related project, the 'Fountains of Mercy' initiative, plans to install fifty fountains to provide water for birds and wildlife, equally divided between urban and desert areas, constructed from high-quality, sustainable materials. Residents are encouraged to maintain responsible pet ownership and report any concerns regarding stray animals via the dedicated 800900 hotline. This multi-faceted strategy underscores Dubai's commitment to compassion while employing smart infrastructure to address urban challenges.
