From November 13 to 23, 2023, Chinese President Xi Jinping visited South America, participating in the 31st APEC Economic Leaders' Meeting and the 19th G20 Leaders' Summit. During this period, he engaged in nearly 40 bilateral and multilateral events, resulting in over 60 cooperation agreements.
Experts noted that Xi's visit reinforced China's strategic partnership in Latin America and highlighted a vision of shared global development. Lautaro Carmona, leader of the Communist Party of Chile, emphasized the significance of China's approach, which promotes a multipolar world and mutual benefits through its 'win-win' policy.
Cuban academic Eduardo Regalado described the trip as a demonstration of friendship and solidarity, aligning China's foreign policy principles with the region's needs. He pointed out that China offers financing, technology transfer, and expertise in addressing poverty, which are valuable resources for Latin America.
Rodríguez, from the Bolivian Institute of Foreign Trade, remarked on the implications of Xi's participation in major global events, underscoring China's active economic diplomacy and its impact on global South development dynamics. He anticipates an increased Chinese presence in South America, particularly with projects like the Chancay port in Peru, which signify a shift in the continent's geopolitical landscape.
Rodríguez also highlighted Xi's proposal for a cooperation paradigm based on multilateralism, promoting a more integrated and sustainable world. Since China's entry into the multilateral trading system in 2001, many countries have benefited from strengthened trade relations and advanced bilateral agreements.
