EU Foreign Ministers Discuss Suspension of Dialogue with Israel

On November 18, 2024, in Brussels, EU High Representative for Foreign Affairs Josep Borrell proposed suspending political dialogue with Israel regarding its military actions in Gaza. This recommendation follows a year of unfulfilled requests from Israeli authorities to adhere to international law during the conflict.

Borrell also seeks to prohibit the import of goods from Israeli settlements in occupied Palestinian territories, which are deemed illegal under international law.

In October, Borrell expressed intentions to address Israel's conduct in conflicts in Gaza and Lebanon at the upcoming meeting. The political dialogue with Israel is governed by an Association Agreement that came into effect in 2000, which aims to strengthen partnership through regular exchanges based on respect for human rights and democratic principles.

Spain and Ireland previously suggested a thorough examination of the EU-Israel partnership agreement. The agreement encompasses not only political dialogue but also economic cooperation in sectors such as industry, energy, transport, and tourism.

EU diplomats clarified that the suspension of institutional political dialogue does not equate to the suspension of the Association Agreement itself. The move would not halt the Association Council, established to manage relations between the EU and Israel. Should the proposal be adopted, differences could still be discussed within the Council.

Previously, the EU requested a meeting of the Council to discuss the situation in Gaza and allegations against Israel, but no agreement has been reached with the Israeli government after several months. A unanimous decision is required to suspend political dialogue, which is considered unlikely, as Germany has already opposed it, with Hungary, Austria, and the Czech Republic also supporting Israel.

EU officials emphasize that even a discussion among member states could send a significant political signal from Borrell's perspective. Additionally, discussions on sanctions regarding the import of goods from Israeli settlements are intended to convey a clear political message to Israel.

The EU Foreign Ministers will also approve new sanctions against Iran for supplying Russia with ballistic missiles for use in the Ukraine conflict, alongside discussions on potential Chinese drone deliveries to Russia.
