UNHCR and IOM Express Concern Over Afghan Relocation Plan in Pakistan

The UN Refugee Agency (UNHCR) and the International Organization for Migration (IOM) have expressed concern over Pakistan's plan to relocate Afghan nationals from Islamabad and Rawalpindi, fearing it could lead to forced deportations. The agencies issued a joint statement on Wednesday, seeking clarity from Pakistani authorities on the relocation's modalities and timeframe.

Pakistan's phased plan aims to relocate over two million registered Afghan nationals holding Afghan Citizens Card (ACC) and Proof of Registration (POR) cards. The first phase, focusing on ACC holders, will see their immediate relocation outside the twin cities, followed by repatriation to Afghanistan by June.

The UNHCR and IOM emphasized the need for human rights considerations and due process in the relocation, highlighting the long-term residency of many POR and ACC holders in Pakistan. They also expressed concern over the recent increase in arrests and deportations of Afghan nationals in Islamabad and Rawalpindi, with over 800 individuals deported so far this year.

The UNHCR has maintained a non-return advisory since 2021, urging a suspension of forced returns of Afghan nationals from any country. The IOM, meanwhile, has pledged to collaborate with the Pakistani government and UNHCR to develop a registration and management system for Afghan nationals in Pakistan, aiming to provide tailored solutions, including international protection and pathways for those with established ties in the country.
