European Parliament Establishes Permanent Representation in Kyiv, Underscoring Enduring Solidarity

In a significant move underscoring a deep and sustained commitment to Ukraine, Roberta Metsola, President of the European Parliament, announced the establishment of a permanent European Parliament representation in Kyiv. The announcement was made during a ceremony at the Verkhovna Rada, Ukraine's parliament, on September 17, 2025. This strategic decision signifies a deepening of engagement and a powerful affirmation of solidarity with Ukraine amidst the ongoing Russian aggression. Metsola articulated that the new mission is designed to foster enhanced exchange and solidify the EU's unwavering support for Ukraine. "We are here with you and will remain here. We will work alongside you every day," she declared, emphasizing the long-term nature of this commitment. This initiative aligns with the European Parliament's broader objective to contribute to Ukraine's European integration and strengthen parliamentary cooperation. The establishment of this office is seen as a crucial step in formalizing and intensifying routine, technical cooperation with the Verkhovna Rada as Ukraine progresses in its accession journey. It also positions parliamentary staff within the capital, facilitating direct engagement with Ukrainian legislators, ministries, and civil society on matters pertaining to EU standards and legislation.
President Metsola also highlighted the impending adoption of the 19th package of sanctions against Russia. These sanctions are anticipated to target key sectors, including the banking and energy industries, as well as cryptocurrency assets, and will aim to further curb Russia's ability to finance its war machine. The EU is also focused on accelerating the phase-out of Russian gas and oil and addressing the circumvention of existing restrictions through measures against the so-called "shadow fleet." These actions reflect a persistent strategy to apply economic pressure on Moscow.
The European Union has demonstrated substantial financial backing for Ukraine, with the EU having mobilized approximately 169 billion euros in aid, of which a significant portion, 63 billion euros, has been allocated to military support. Progress is also being made in utilizing frozen Russian assets and increasing investments in Ukraine's defense industry, including initiatives like a new drone alliance. These measures collectively illustrate a comprehensive approach to supporting Ukraine's defense, economic stability, and its aspirations for eventual EU membership. The establishment of the permanent representation in Kyiv is a tangible manifestation of this enduring partnership and a clear signal of the EU's commitment to Ukraine's future within the European family.
