President Ferdinand R. Marcos Jr. has officially designated Paoay Lake in Ilocos Norte as a Protected Landscape, a significant move to ensure the long-term conservation of its rich biodiversity and ecological importance. The declaration, formalized through Republic Act 12230 signed on August 4, 2025, integrates Paoay Lake into the National Integrated Protected Areas System (NIPAS).
A newly established Protected Area Management Board (PAMB), composed of representatives from national and local government agencies and community leaders, will oversee the stewardship of Paoay Lake. This board is tasked with harmonizing conservation efforts with existing development plans. An integrated fund has been set up to support these conservation initiatives through grants and donations. Paoay Lake, the largest natural lake in Ilocos Norte, is a vital habitat for diverse flora and fauna, including a rich avian population. Recent bird censuses in January 2025 recorded an increase in species diversity, with 3,972 birds from 22 species counted, up from 2,202 the previous year. Notably, a rare greater white-fronted goose was sighted for the first time in January 2025, underscoring the area's ecological significance. This declaration reflects a strong commitment to preserving Paoay Lake's ecological integrity for future generations and aligns with the state's policy to ensure the perpetual existence of native plants and animals, reinforcing the Philippines' dedication to biodiversity conservation and climate resilience.
