EU Plans Significant Tobacco Tax Hikes to Curb Smoking and Boost Public Health

The European Union is considering significant increases in tobacco taxes across member states. This initiative, spearheaded by the European Commission, aims to reduce smoking rates and alleviate the burden on healthcare systems.

The proposal, detailed in a 196-page document, calls for measures including tax increases to curb tobacco consumption. The Commission believes that higher taxes will signal the harmful effects of smoking and encourage cessation. The plan suggests adjusting tax levels based on each member state's economic development, using a specific index.

According to estimates, Germany could see a tobacco tax increase of approximately 20%. This increase would apply to traditional cigarettes, heated tobacco products, nicotine pouches, and e-cigarettes. Nicotine replacement products, such as nicotine gum, would remain exempt. The tobacco industry has criticized the proposal, warning of potential negative consequences, including the growth of the black market.
