Brașov, Romania Implements Tax Hikes to Encourage Historic Building Renovations

The city of Brașov, Romania, known for its historic buildings, is addressing their degradation through tax measures. The local council approved increased taxes for neglected buildings and land, ranging from 50% to 500%, starting January 1, 2024.

This measure targets buildings in advanced disrepair, with unmaintained facades, broken windows, and other similar issues. Approximately 7,000 notices have been sent to property owners, requesting they start facade rehabilitation by December 1, 2025, to avoid the increased tax.

To support renovations, the Brașov City Hall offers subsidies up to 50% of the facade rehabilitation costs. Furthermore, in February 2025, the local council approved an extension of a financing agreement with the European Bank for Reconstruction and Development (EBRD) for energy efficiency improvements in ten municipal buildings.
