Latvia's Mental Health Plan: Progress and Challenges in Improving Care

Edited by: Liliya Shabalina

Latvia's Ministry of Health implemented the "Plan for Improving the Organisation of Mental Health Care for 2023–2025" to enhance mental health services.

The plan focused on early diagnosis, timely treatment, and expanding outpatient and community-based services.

The Children and Youth Resource Centre (BPRC) supported adolescents, assisting nearly 14,500 in 2024.

Challenges included workforce shortages and regional disparities, particularly in Latgale.

The Ministry increased psychiatry residency places to address workforce gaps and reduce waiting times.

Riga hosted an international conference on promoting autonomy in mental healthcare in collaboration with the Council of Europe.

As the plan concludes, a new plan is needed to address ongoing challenges and build on the progress made.
