Latvia Implements New Electronic Travel Authorization System on September 1, 2025

Latvia is set to introduce a new Electronic Travel Authorization (ETA) system on September 1, 2025. This system requires third-country nationals, who do not possess a Latvian residence permit or Schengen visa, to obtain an ETA before entering the country. The initiative aims to enhance national security and streamline the visitor experience by mandating online submission of personal and travel-related information.

Upon successful online application, travelers will receive a confirmation email, which must be presented at Latvian borders. Failure to comply with this regulation or providing inaccurate information may lead to denial of entry or penalties of up to €2,000. This measure aligns with a global trend towards digitalizing travel authorizations for improved efficiency and safety.

The ETA requirement applies to all non-EU nationals entering Latvia, including tourists and business travelers from countries such as the United States, China, and India. Notably, even individuals holding Schengen visas from other countries and transit passengers passing through Latvian airports will need to complete the ETA declaration. Exemptions are in place for certain individuals, including diplomats and officials.

Travelers are advised to submit their ETA applications at least 48 hours prior to their scheduled arrival. The official portal for applications, eta.gov.lv, is scheduled to become available on August 29, 2025. This proactive approach to border management is part of Latvia's broader commitment to enhancing its security infrastructure, including investments in border fortification and surveillance, particularly along its eastern border with Belarus.

The introduction of the ETA system is anticipated to have a dual impact on tourism. While it may present an initial adjustment period for some international visitors, it ultimately aims to create a more secure and streamlined travel environment. This system is distinct from the upcoming European Travel Information and Authorization System (ETIAS), which will cover the entire Schengen Area at a later date.
