Saudi Arabia and Qatar Forge Tourism Alliance Amid Record Growth Surge

The Kingdom of Saudi Arabia and the State of Qatar have formally cemented their commitment to expanding tourism collaboration by signing a comprehensive Memorandum of Understanding (MoU). This pivotal ceremony took place in Riyadh, coinciding with the General Assembly of the World Tourism Organization (UNWTO), an entity now officially operating as UN Tourism. This strategic move underscores the shared ambition of both nations to drive innovative development and foster sustainable growth within the hospitality sector. By pooling resources and aligning strategies, the agreement aims to solidify the Persian Gulf as a cohesive and unified destination, capable of competing effectively on the global tourism map.
The necessity for synchronizing efforts between the two Gulf states is built upon already robust and deeply intertwined market connections. Data compiled for 2024 clearly reveals the strength of this relationship, showing that Saudi Arabian citizens constituted nearly a quarter of all international tourists arriving in Qatar. For Qatar, maintaining this partnership holds critical significance, especially in sustaining the tourism momentum initially generated by successfully hosting the FIFA 2022 World Cup. The nation has demonstrated remarkable resilience and strategic focus, setting an ambitious long-term target of attracting between 6 and 7 million visitors annually by the year 2030. Impressively, Qatar has already achieved a historic peak earlier than anticipated, successfully welcoming 5.051 million tourists in 2024 alone.
Conversely, for the Kingdom of Saudi Arabia, the expansion of the tourism sector serves as a fundamental pillar of its sweeping national transformation agenda, known as "Vision 2030." This ambitious program is designed to diversify the economy away from oil dependency and dramatically increase visitor numbers, aiming to draw a staggering 150 million tourists annually by the target year of 2030. The sector's economic performance has been exceptionally strong, reflecting these massive investments. Tourism’s direct contribution to the Saudi economy has already climbed significantly, rising from 3% in 2019 to 5% at present, with the ultimate goal set at a substantial 10% contribution by the close of the decade.
Furthermore, Saudi Arabia has established itself as a global leader in tourism growth, achieving significant milestones. The Kingdom secured the first position among G20 countries in terms of tourism revenue expansion during 2024. This rapid acceleration is evidenced by the substantial increase in foreign tourist arrivals, which surged by 73% during the first seven months of 2024 when compared to the corresponding period in 2019. These figures highlight the massive scale and success of the Kingdom’s ongoing investment and strategic focus within the international travel industry.
The newly signed agreement encompasses a wide array of collaborative initiatives designed to maximize mutual benefit. These range from organizing joint participation in major international exhibitions and coordinating large-scale events to actively promoting the unique cultural and natural landmarks found across both nations. Specific attention will be dedicated to developing niche travel areas, such as specialized beach, cultural, and historical tourism routes. A crucial element of this alliance involves the systematic exchange of vital market data and specialized expertise. Both parties are committed to implementing cutting-edge technologies designed to ensure a seamless and enhanced experience for travelers moving between the two countries. Ultimately, this strategic union allows both powerful nations to harmonize their service standards and product offerings, effectively supporting their respective national blueprints—the Qatar National Vision 2030 and the Saudi Vision 2030—and significantly elevating the region’s collective standing on the world stage.
