Turkey’s Grand National Assembly Unveils State-of-the-Art Sanctuary for Parliamentary Cats

The Grand National Assembly of Turkey (GNAT) in Ankara has officially inaugurated a state-of-the-art facility titled the "Cat Life and Play Zone." This modern complex is specifically designed to provide high-quality living conditions for approximately 65 cats that have traditionally resided within the parliamentary grounds. By establishing this dedicated space, the legislative body ensures that these feline residents receive the care and protection they deserve within the historic campus.

This initiative, managed by the GNAT Parks and Gardens Department, aims to consolidate the feline population that previously roamed freely across the site into a single, purpose-built environment. The project features a dual-section layout, comprising both a climate-controlled indoor sanctuary and a secure outdoor playground. This design philosophy focuses on the natural instincts of the animals, prioritizing their safety, physical health, and the need for environmental enrichment.

The interior space is fully equipped with insulated shelters, specialized grooming areas, comfortable bedding, and an assortment of toys. Maintaining a sterile environment is a primary concern, with all feeding and hydration stations subjected to a rigorous and regular disinfection schedule. Additionally, the complex features a specialized isolation ward intended for the medical supervision and recuperation of any animals facing health issues. For physical engagement, the outdoor section is outfitted with custom-built wooden obstacle courses and climbing structures.

To ensure the welfare of the cats around the clock, two dedicated full-time employees have been tasked with the daily operations of the living zone. The cats have evolved into unofficial symbols of the Turkish parliament, and their care has historically been managed through various speaker mandates. Notably, a care team established by former Speaker Mustafa Şentop ensured they were fed three times daily. Previously, the cats were looked after by photojournalist Mustafa Istemi and his wife, Inci Istemi, who had voiced concerns about the future of their charges due to the photographer's advancing age.

The opening of this center marks a definitive transition from informal guardianship to a professionalized and systematic welfare program at the heart of Turkey's legislative authority. Over the years, these cats have become a common sight within the halls of power, often seen lounging in VIP seating areas or wandering through the offices of lawmakers. Several members of parliament have been vocal supporters of the feline residents, most notably Nimet Özdemir, a deputy from Istanbul representing the Republican People's Party (CHP), who has been recognized for her consistent advocacy and care for the animals.

The establishment of the "Cat Life and Play Zone" reflects a broader commitment to animal welfare within Turkey's public institutions. By integrating modern veterinary standards with daily administrative oversight, the Grand National Assembly sets a precedent for how urban animal populations can be managed humanely in high-profile government settings. This transition ensures that the legacy of the parliamentary cats continues in a sustainable manner, balancing the functional needs of a working legislature with the ethical responsibility of caring for its most famous non-human inhabitants.
