Catalan Municipalities Unite to Promote Catalan Language Access and Usage

Edited by: Dmitry Drozd

Four major Catalan municipalist entities—the Federation of Municipalities of Catalonia (FMC), the Catalan Association of Municipalities (ACM), the Association of Micropobles of Catalonia, and the Association of Municipalities for Independence—have joined forces to promote the motion 'Catalan for Everyone' ('Català per a Tothom'). The goal is to ensure universal access to learning and using Catalan in the municipal sphere.

This commitment is realized through a triple motion aimed at different municipal levels. For municipalities with over 1,000 inhabitants, they propose designating a person responsible for local language policy. This could be a councilor or equivalent figure to promote actions related to the use of Catalan, in collaboration with the Centre de Normalització Lingüística (Center for Linguistic Standardization).

For municipalities with fewer than 1,000 inhabitants, they suggest creating local groups for learning Catalan, especially where formal groups cannot be formed through the Consorci per la Normalització Lingüística (Consortium for Linguistic Standardization). Additionally, they are urging the creation of local language tables in county councils to gather different social actors to identify the local demand for learning Catalan and promote measures that encourage its use.

These initiatives are part of the 'Catalan for Everyone' campaign, presented on February 21, 2025, at the Born Centre de Cultura i Memòria in Barcelona. The campaign, supported by over 30 social, educational, professional, trade union, and business entities, aims to universalize access to learning and using Catalan to reverse its social usage. Xavier Antich, president of Òmnium Cultural, emphasized the importance of this agreement, stating, "It is essential to multiply the learning of the language and guarantee its use everywhere."

This collaboration between municipalist entities and Òmnium Cultural seeks to strengthen the role of municipalities in promoting Catalan, considering it a fundamental tool for social cohesion and building the collective identity of the country. The initiative also has the support of various organizations, such as UGT de Catalunya, Unió de Pagesos, USTEC, the Barcelona Chamber of Commerce, PIMEC, and the Sindicat de Llogateres, who actively participate in the 'Catalan for Everyone' campaign.

With this motion, they aim to establish a firm commitment from local governments to promote and normalize the use of Catalan, ensuring that everyone has the opportunity to learn and use the language in their immediate environment. This joint action reflects the will of the municipalist entities and Òmnium Cultural to work together to ensure that Catalan is a tool for social cohesion and progress for all Catalan society.
