EU to Advance Accession Talks with Moldova and Ukraine Amid Security Concerns

The European Commission is set to initiate accession negotiations with Moldova and Ukraine as early as 2025, amid ongoing security concerns stemming from Russia's actions in the region. The announcement was made during an annual update on the EU enlargement process, emphasizing the bloc's commitment to expanding its membership despite the challenges posed by Russia.

Ukraine and Moldova began their EU accession negotiations in June, marking the start of a lengthy process toward potential membership. The Commission reported that the screening of both countries' legal frameworks against EU standards is progressing effectively, paving the way for discussions on 35 regulatory clusters, which cover various subjects including taxation and environmental policy.

EU foreign policy chief Josep Borrell highlighted the dual challenges faced by Ukraine, stating, “Ukrainians are fighting two battles at the same time: one on the battlefield and another striving to implement necessary reforms for EU membership.” He reaffirmed the EU's support for Ukraine's reform efforts amid the ongoing conflict.

Moldova's aspirations for EU membership have been complicated by recent allegations of Russian interference during a referendum that narrowly favored joining the bloc. Enlargement Commissioner Oliver Varhelyi acknowledged Moldova's significant progress, particularly in recovering funds lost to corruption.

Georgia's EU membership path remains uncertain, as negotiations are currently frozen due to the government's controversial foreign influence legislation. Borrell emphasized the need for political will from Georgian leadership to resume discussions, warning that continued alignment with Russian interests could jeopardize their EU aspirations.

The Commission's report underscored the existential threat posed by Russia to Europe, reinforcing the notion that EU membership is increasingly viewed as a strategic necessity for countries in the region. Borrell also pointed out that Serbia's continued friendly relations with Moscow could hinder its EU membership prospects.

In addition to Moldova and Ukraine, the EU has also approved accession negotiations with Bosnia and is engaged in talks with other Western Balkan nations, underscoring its ongoing commitment to enlargement despite geopolitical tensions.
