Cyprus Leaders Engage in Confidence-Building Discussions Amid Ongoing Division

In July 2025, United Nations Secretary-General António Guterres hosted informal meetings in New York with Greek Cypriot President Nikos Christodoulides and Turkish Cypriot leader Ersin Tatar. These discussions aimed to advance confidence-building measures between the divided communities of Cyprus.

During the meetings, both leaders agreed to continue efforts to open new crossing points along the United Nations-controlled buffer zone, a demilitarized area dividing the island. Additionally, they committed to collaborative projects focusing on environmental issues, including the establishment of a photovoltaic park in the buffer zone, demining operations, and the restoration of cemeteries on both sides.

Despite these agreements, significant challenges remain. The Greek Cypriot community advocates for a reunified federal Cyprus, while the Turkish Cypriot leadership, supported by Turkey, insists on a two-state solution. These differing visions continue to impede progress toward a comprehensive settlement.

The United Nations has been involved in Cyprus since 1964, with the establishment of the United Nations Peacekeeping Force in Cyprus (UNFICYP) to maintain peace between the two communities. The UNFICYP's mandate has been extended numerous times, reflecting the ongoing need for international involvement. The current negotiations are a continuation of these efforts, with the goal of achieving a lasting peace settlement.

Looking ahead, further discussions are planned, including a trilateral meeting involving the leaders and the UN Secretary-General during the upcoming UN General Assembly in September. The international community continues to monitor the situation, emphasizing the importance of sustained dialogue and cooperation to address the longstanding division of the island.
