For instance, a Black opportunity district in Houston (TX-9) has reportedly been eliminated, with those voters consolidated into another district, effectively halving the number of districts where Black voters have a say. This legislative standoff highlights a broader national trend of redistricting battles, with other states considering similar actions. The use of quorum breaks by Democrats is a tactic with historical precedent in Texas, employed in previous years to stall controversial legislation. Governor Abbott's commitment to calling continuous special sessions underscores the high stakes of this political confrontation.
