A central element of the economic alignment under the COMPACT is the pursuit of a comprehensive Bilateral Trade Agreement (BTA). This economic drive remains a key force in the partnership, despite ongoing policy divergences.
The primary point of contention discussed was India's energy sourcing strategy, specifically its continued imports of Russian crude oil. President Trump voiced concerns that these purchases could be seen as tacit support for Russia's actions in Ukraine. Earlier in August 2025, the U.S. had imposed a 25 percent reciprocal tariff on Indian exports following earlier tariffs, reportedly escalating to a 50 percent tariff in late August in retaliation for these oil purchases. India's imports of Russian crude reached a record volume of 2.08 million barrels per day in June 2025.
In a key diplomatic move, Prime Minister Modi reportedly assured the President that India is actively exploring diversification of its energy supply chains away from Moscow. This commitment appears crucial for unlocking the broader trade agreement, with sources suggesting that U.S. tariffs on Indian goods could be significantly reduced from the previous 50 percent level to a range between 15 and 16 percent. This potential reduction is anticipated to be announced later in the month at the ASEAN Summit.
Beyond trade and energy, the leaders reaffirmed their commitment to collective security, reiterating a unified stance against all forms of terrorism and reinforcing cooperation within the broader strategic framework of the Quad. The exchange concluded with both leaders recognizing the multifaceted nature of the India-U.S. dynamic, emphasizing that while specific issues require careful management, the overall trajectory points toward strengthening ties to address shared global challenges.
