US and Israel Propose UN Resolution for International Stabilization Forces in Gaza

In a significant diplomatic move during early November 2025, the United States, working closely with Israel, formally presented a draft resolution to the United Nations Security Council (UNSC). This crucial document outlines the creation of an International Stabilization Force (ISF) tasked with overseeing the comprehensive demilitarization of the Gaza Strip. The initiative is designed to operate under an initial two-year mandate, with provisions allowing for subsequent extensions, marking a critical new phase in international efforts to stabilize the volatile region.

The primary objective assigned to this proposed contingent is the complete disarmament of the sector. This encompasses several key areas: the destruction of existing military and offensive infrastructure, the prevention of its future reconstruction, and ensuring that non-state armed groups permanently cease the use of weapons. Furthermore, the ISF is mandated to assist in the training and development of a new Palestinian police force dedicated to maintaining law and order. A central tenet of the plan dictates that the ISF personnel must be drawn exclusively from Arab and Muslim nations. This specific composition is intended to mitigate any perception that the mission constitutes a foreign occupation, while Western nations are expected to provide essential logistical and command support externally.

Several nations have already expressed interest in contributing to this complex peacekeeping endeavor, which one American official controversially characterized as “enforcement forces” rather than traditional peacekeepers. Among those showing willingness to participate are Indonesia, Egypt, Azerbaijan, and Turkey. Notably, Indonesia has previously stated its readiness to deploy up to 20,000 military personnel. The framework for this resolution is derived from the US President's extensive 20-point plan. This plan also includes the establishment of a “Board of Peace” (BoP), envisioned as a temporary transitional administration, which the US President is presumed to lead. This current proposal builds upon previous foundational decisions made by the UNSC, including a March 2024 resolution demanding an immediate ceasefire and the subsequent approval in June 2024 of US proposals that brought an end to Israel’s eight-month military operation.

As of November 7, 2025, the draft resolution remains under active deliberation within the UNSC, with a vote anticipated in the forthcoming weeks. The successful implementation of this intricate structure hinges entirely on the ability of all involved parties to forge consensus and find common ground. Crucially, external changes of this magnitude require internal clarity regarding the intentions and objectives of every participant in the process. Should the resolution pass, the deployment of the initial ISF units is scheduled to begin by January 2026.
