TICAD 9: Japan Deepens Economic and Digital Ties with Africa

The ninth Tokyo International Conference on African Development (TICAD 9) concluded in Yokohama, Japan, on August 22, 2025, with significant advancements in economic and digital partnerships between Japan and African nations. The conference, held from August 20-22, brought together leaders and representatives from approximately 50 African countries, international organizations, and Japanese entities to discuss key areas including economy, peace, health, climate change, and education.

A major outcome of TICAD 9 was the signing of 300 cooperation agreements between Japanese and African entities on the second day of the conference. These agreements, spanning sectors such as infrastructure, health, technology, education, and agriculture, represent a threefold increase compared to the previous summit in 2022. Angola was a notable partner, signing seven bilateral agreements focused on national development priorities like water, health, culture, and maritime infrastructure.

Japanese Prime Minister Shigeru Ishiba proposed the establishment of an "Indian Ocean-Africa economic zone" to foster deeper economic integration by connecting African economies with those of India and the Middle East. This initiative aims to increase Japanese investment and promote regional trade. Japan has pledged financial support, earmarking up to $5.5 billion in coordination with the African Development Bank to support sustainable development initiatives and address debt challenges in Africa.

In a move to bolster digital capabilities, Japan announced plans to train 30,000 artificial intelligence specialists across Africa over the next three years. This strategic commitment aims to accelerate digitalization, stimulate job creation, and cultivate a new generation of tech leaders, thereby bridging the digital divide and equipping African nations with essential skills for future economic growth. The conference also highlighted the importance of empowering youth and women as key drivers of sustainable development and innovation.
