A United Nations investigation into alleged Israeli settler violence and arms transfers related to the Gaza conflict is facing significant operational paralysis due to a severe funding shortfall.

The Independent International Commission of Inquiry on the Occupied Palestinian Territory, established in May 2021, is currently unable to advance its evidence-gathering or recruit essential staff. This jeopardizes its mandated reports, which are due in March 2026. The financial constraint is a consequence of a broader United Nations liquidity crisis, worsened by donor fatigue and ongoing austerity measures. Reports indicate a substantial backlog of mandatory UN fees owed by member states, with the United States alone accounting for approximately $1.5 billion in unpaid dues, contributing to a projected 20% budget cut for the UN.

Consequently, investigations across the UN system, including those concerning human rights abuses in Palestine, are reportedly operating at reduced capacity, with staffing levels around 50%. Navi Pillay, chair of the commission, has formally communicated the inability to meet its commitments due to the lack of funds. The commission, which has faced criticism from Israel, saw its three members resign last month, though they continue to serve until their replacements are appointed by the Human Rights Council.

The funding challenges impacting this inquiry reflect a wider trend affecting global accountability mechanisms for alleged abuses. Critics have pointed to alleged bias within these bodies. The commission's mandate remains to investigate all alleged violations of international humanitarian law and human rights law, as well as the underlying root causes of the conflict.
