The United Nations Environment Programme (UNEP) has convened the second part of the fifth session of the Intergovernmental Negotiating Committee (INC-5.2) in Geneva, Switzerland, from August 5 to 14, 2025. This session aims to finalize and approve the text of a legally binding treaty addressing plastic pollution, including its impact on the marine environment. The treaty is intended to be forwarded for consideration and adoption at a future Diplomatic Conference of Plenipotentiaries.

The INC-5.2 session follows the first part of the fifth session (INC-5.1), which took place from November 25 to December 1, 2024, in Busan, Republic of Korea. During that meeting, delegates recognized the need for more time to address divergent views and refine the treaty’s framework. The resumed session in Geneva is expected to conclude on August 14, 2025, with the goal of finalizing the treaty text for future adoption.

Plastic pollution remains a significant global challenge, with severe risks to wildlife and human health. Microplastics have been found in food, water, soil, and even in human organs and placenta of newborn babies. The treaty seeks to address the full life cycle of plastic, including its production, design, and disposal, through an international legally binding instrument. The negotiations involve representatives from over 170 nations and more than 440 observer organizations, reflecting the global commitment to combat plastic pollution.
