Moldova Election Results: Pro-European PAS Party Secures Majority Amid Allegations of Foreign Interference

Moldova's parliamentary elections, held on September 28, 2025, have concluded with a decisive victory for the pro-European Party of Action and Solidarity (PAS). The Central Election Commission announced the results on September 29, confirming PAS's win with 50.15% of the votes after 99.87% of ballots were processed. This outcome reinforces Moldova's commitment to pursuing European Union membership, with a target date of 2030.

The election saw a voter turnout of 52.1%, with over 1.6 million people casting their ballots, including a significant 264,000 voters abroad. The closest rival, the pro-Russian bloc "Victory," secured 24.19% of the votes. Other parties included the "Alternative" bloc with 7.97%, "Our Party" with 6.2%, and "Democracy at Home" with 5.62%. These results guarantee PAS at least 54 out of 101 seats in parliament, ensuring an absolute majority, though this is a slight decrease from their previous 61 seats.

The electoral process was significantly overshadowed by allegations of foreign interference, primarily attributed to the Russian Federation. Moldovan officials reported attempted electoral fraud, including cyberattacks on electoral infrastructure and the dissemination of fake news. PAS chairman Igor Grosu stated that Russia demonstrated "large-scale attempts to seize control of the electoral process." President Maia Sandu also spoke out against alleged "large-scale interference," which Russia has consistently denied, labeling such accusations as "unsubstantiated."

Analysts had warned that Russia might attempt to disrupt the formation of a stable pro-European government through various tactics. The election's outcome is pivotal for Moldova's geopolitical alignment, especially given the ongoing impact of the war in Ukraine. Moldova's journey towards EU accession has been progressing, with accession negotiations officially opening on June 25, 2024, and the screening process completed by September 22, 2025. The European Commission has also proposed a significant Growth Plan for Moldova, worth EUR 1.9 billion, aimed at doubling the country's economy over the next decade.

The election highlighted deep divisions within Moldova regarding its future orientation, with the pro-European stance contrasting with the influence of pro-Russian factions. Despite economic challenges, the majority of voters reaffirmed their support for European integration. The international community, particularly European countries concerned about a potential "pro-Russian shift" in Moldova, has expressed relief at the election results, recognizing the election's significance beyond domestic politics and its impact on the broader geopolitical landscape in Eastern Europe.
