Romania's Ministry of Energy is moving forward with its plans to develop offshore wind energy in the Black Sea. In May 2025, the Ministry initiated a public call for expressions of interest to conduct a study identifying suitable offshore areas for wind farm development.
The study aims to support a minimum of 3 GW of installed offshore wind energy capacity by 2035, aligning with European commitments. The deadline for submissions is June 10, 2025.
The study will assess various factors, including wind potential, geotechnical characteristics, environmental impact, and grid connection possibilities. It will also evaluate compatibility with other maritime activities and logistics. Romania's Black Sea offshore wind potential is estimated at 76 GW. The study will inform strategic decisions on offshore area concessions, offering investors a clear, scientifically grounded vision.
