Investigators documented instances of slurred speech, confusion regarding names, and general disorientation. Simultaneously, the investigative findings claim that the President’s team meticulously managed his daily schedule, controlling minute details such as his step count, clothing, and makeup, all in an attempt to maintain the outward appearance of competency. A significant portion of the report focuses on the use of the Autopen software, a mechanical device used to reproduce signatures.

The document asserts that official papers were initialed using this program “without verifiable consent” from Biden himself. This claim is supported by the testimony of former Chief of Staff Jeff Zients, who stated he was unaware of who had access to the automated signing mechanism. Republicans are now challenging the legality of these actions, arguing that pardons signed under such circumstances may be legally invalid.

The Committee has formally recommended that Attorney General Pam Bondi undertake a comprehensive review of all executive actions implemented between 2021 and January 19. While the use of an Autopen for signing documents is not unprecedented in White House history—previous presidents, including Barack Obama and Donald Trump, utilized the device—the current controversy centers on the allegation that its deployment was specifically intended as a tool of concealment regarding the President's fitness.

The investigation also scrutinizes the actions of the President’s personal physician, Dr. Kevin O’Connor, who is accused of deliberately minimizing the severity of the head of state’s health issues. Specific allegations include the exclusion of cognitive tests from routine physical examinations and failing to detect prostate cancer prior to the start of Biden’s term. Furthermore, evidence suggests political advisors, notably Anita Dunn, intervened in medical decisions and blocked cognitive testing to safeguard the President’s reelection prospects. The Committee has called upon the District of Columbia Board of Medicine to review Dr. O’Connor’s professional conduct.

These revelations pose a fundamental question to the public: who was truly governing the United States during the latter part of the Biden presidency? Congress continues to examine these events, seeking to determine the measure of accountability in a situation that, according to some critics, has eroded confidence in national leadership. While some observers dismiss the inquiry as mere political maneuvering, others view it as a necessary call for greater transparency regarding the information streams that shape public perception.

It is worth noting that Biden personally signed the pardon for his son, Hunter Biden, concerning tax and gun charges. Nevertheless, doubts surrounding the legitimacy of other executive orders signed via Autopen remain a central focus for Congress, which is demanding that the Department of Justice initiate a new investigation into the matter.
