Senator Ted Cruz introduced the Invest America Act on May 12, 2025. The bill proposes a tax-advantaged investment account for every American child at birth.
Each account would receive a $1,000 seed investment from the federal government. Parents and others can contribute up to $5,000 annually, invested in a low-cost S&P 500 fund.
Distributions after age 18 would be taxed at the capital gains rate. Michael Dell, CEO of Dell Technologies, praised the initiative. President Donald J. Trump also supported the program.
As of July 9, 2025, the bill is in the Senate Committee on Finance and the House Ways and Means Committee. The Act aims to enhance financial security and economic participation for future generations.
