The monument to the literary hero of the book Г. Н. Троепольского Белому Биму in Voronezh.
The Public Chamber of the Kaluga Region, in a collaborative effort with the Kaluga branch of the Russian Academy of National Economy and Public Administration (RANEPA), has officially inaugurated a new media competition titled "Faithful Hearts." This regional initiative is specifically designed to cultivate a culture of responsibility and humane treatment toward animals among the younger generation. The formal window for submitting applications opened on March 10, 2026, receiving significant backing from the regional division of the Union of Journalists of Russia.
To represent the spirit of the competition, the organizers have selected Bim as the official symbol. Bim is the beloved canine protagonist from Gavriil Troyepolsky’s poignant novella, "White Bim Black Ear." Although the story was penned more than half a century ago, its narrative continues to serve as a powerful educational tool, fostering deep-seated compassion, empathy, and kindness in readers across generations.
The contest invites a broad demographic of young people, ranging in age from 10 to 25 years, who may participate either as individual creators or as part of collaborative teams. The organizers have embraced a diverse array of modern media formats to engage this audience. Submissions can include everything from short-form vertical video clips and social media advertisements to sophisticated animated films, book trailers, and even digital comics, including those developed using generative artificial intelligence technologies.
Prospective participants have until the end of the day on April 30, 2026, to submit their creative projects. Following the deadline, a professional jury will evaluate the entries across three distinct age categories. The culmination of the event will take place on November 30, a date chosen to coincide with World Pets Day, when the winners and runners-up will be honored. Furthermore, the most exceptional media projects will be showcased on the official digital platforms of the Public Chamber and featured throughout partner media outlets.
This educational endeavor is part of a larger, more comprehensive strategy by regional authorities and public organizations to improve animal welfare standards. For instance, on February 7, 2026, the regional Public Chamber hosted a high-level round table discussion focused on establishing an integrated system for responsible animal management. This follows the implementation of a new regulatory framework on January 1, 2026, which introduced stricter protocols for handling stray animals and mandated life-long shelter care for aggressive individuals.
By integrating creative expression with social responsibility, the "Faithful Hearts" competition seeks to bridge the gap between traditional values and modern digital storytelling. This multifaceted approach ensures that the message of animal protection resonates with the digital-native generation, while simultaneously reinforcing the legislative and systemic changes occurring within the Kaluga Region's social infrastructure.
